Stoops grew up surrounded by both cowboys and Native Americans, subjects of which he became known for. Stoops studied at Utah State College and illustrated for the local newspaper before being hired at the at the San Francisco Chronicle and the San Francisco Examiner. He went on to study at the Art Institute of Chicago where he worked for the Chicago Tribune. He served as a first lieutenant in France during WWI, sending some of his sketches back home.
